Executes Headquarters, U.S. Marine Corps (HQMC) responsibilities concerning participation in resource planning, programming, and budgeting for the Director of Intelligence.

Function

• Manages the Marine Corps Military Intelligence Program (MIP) and the Marine Corps’ participation in the National Intelligence Program.

• Represents the Intelligence Department on the HQMC Program Objective Memorandum Working Group (PWG) and various Program Evaluation Boards (PEB).

• Provides assistance to Intelligence Department on the Marine Corps Combat Development Command’s Capability Assessment Working Group.

• Serves as the Marine Corps point of contact for Congressional issues and tasks related to Marine Corps intelligence matters. Coordinates the Marine Corps intelligence input to Congressional Record; responds to Congressionally Directed Actions and Questions For the Record; coordinates intelligence input to the Marine Corps Budget Enhancement List is this now CMC’s Unfunded Programs List.

• Coordinates, prepares and provides briefs to Congressional committees and subcommittees on Marine Corps intelligence programs.

• Coordinates, prepares and provides intelligence budget briefs to the Commandant of the Marine Corps (CMC) in preparation for CMC annual Congressional testimony.

• Coordinates Marine Corps review and response to draft intelligence related Program Decision Memorandums (PDM), Program Budget Decisions (PBD), 3-Ds and 5-Ds during the budget review process.

• Coordinates Marine Corps intelligence review of the Defense Planning Guidance (DPG).

• Coordinates the Marine Corps Battlespace Awareness (BA) Portfolio Management process for Deputy Commandant for Program & Resources (DC, P&R)

• Coordinates Marine Corps intelligence input to the Department of the Navy Annual Posture Statement.

• Coordinates Marine Corps intelligence input to HQMC annual Concepts and Programs publication.

• Coordinates Marine Corps intelligence input to Department of Defense Annual Report to the President and Congress.

• Provides assistance to the DC, P&R for the quarterly MIP Execution Reviews.

• Manages the Intelligence Department Budget.
